Il Presidente Monti in Libia: appello di ZaLab per rivedere gli accordi sull'immigrazione.
Per la prima volta le testimonianze dei migranti respinti nel 2009-2010 in un nuovo documentario in uscita a marzo 2012: MARE CHIUSO di S.Liberti e A.Segre.
In vista dell’imminente incontro tra il Governo italiano e quello libico, ci rivolgiamo al presidente del consiglio, Prof. Mario Monti, con l’auspicio che già in occasione di tale incontro venga dato un chiaro e inequivocabile segnale di discontinuità rispetto alle politiche finora adottate dall’Italia in materia di immigrazione.
Come è noto, gli accordi firmati con la Libia, a partire da quello sui pattugliamenti congiunti fino al “Trattato di amicizia, partenariato e cooperazione”, hanno dato avvio alla pratica dei “respingimenti in mare”. A partire dal maggio 2009, tutti i barconi intercettati nel Canale di Sicilia sono stati ricondotti in Libia. Questa pratica è stata condannata dall’Alto commissariato delle Nazioni Unite per i Rifugiati, dal Consiglio d’Europa ed è attualmente oggetto di un processo intentato alla Corte europea per i diritti umani di Strasburgo contro il governo italiano da 24 cittadini somali ed eritrei, riportati in Libia il 7 maggio 2009.
Molti dei migranti respinti (circa 2000 nelle varie operazioni condotte) erano richiedenti asilo che, sebbene bisognosi di protezione, sono stati invece riconsegnati alle autorità libiche, chiusi in carcere e condannati a subire varie forme di torture e abusi. Durante le operazioni di respingimento, i migranti sono stati ingannati dai militari italiani: è stato loro detto che stavano per essere portati in Italia e, al momento dello sbarco, sono stati consegnati manu militari ai libici. In ripetute occasioni, i militari italiani sono ricorsi all’uso della forza.
Le testimonianze dirette di alcuni di questi respinti sono raccolte nel documentario Mare chiuso di Stefano Liberti e Andrea Segre, prodotto da ZaLab con il supporto di Open Society Foundations, in uscita il prossimo marzo e di cui da oggi rendiamo pubblico il trailer. Qualunque sia l'imminente decisione della corte di Strasburgo, in occasione del suo viaggio a Tripoli chiediamo al professor Monti di annunciare chiaramente e solennemente che l’Italia cesserà ogni pratica di respingimento in mare.
Auspichiamo pertanto che questo primo incontro con le autorità libiche sia un primo e decisivo passo per chiudere con un passato vergognoso e avviare un nuovo modo di affrontare le migrazioni nel pieno rispetto degli obblighi internazionali e dei diritti umani.

For the first time accounts of migrants “pushed back” to Libya in 2009-2010 by the Italian navy in a new documentary film, available from March 2012: MARE CHIUSO by S.Liberti and A.Segre
As an official Italian governmental delegation, headed by Prime Minister prof. Mario Monti, is going to Libya, we urge M. Monti to mark a clear turning point on the bilateral policy regarding immigration control.
The different deals signed with Libya in the past few years, from the one on the joint patrols to the “Treaty of friendship, partenership and cooperation”, have paved the way for the so-called “push back operations” in high seas. From May 2009, all the boats intercepted in the Mediterranean Sea between Libya and Sicily have been stopped and brought back to Libya. This policy has been condamned by the United Nations High Commissioner for Refugees (Unhcr) and the Council of Europe. Moreover, the Italian government has been brought to justice at the European Court of Human Rights by 24 Somali and Eritrean nationals, who were “pushed back” to Libya on the 7th of May 2009.
Many of the “pushed back” migrants (a total of about 2000 people) were asylum seekers. While they were looking for international protection, they were instead taken back to Libya, put in jail and exposed to different forms of tortures and abuses. During the “push back operations”, the migrants were cheated by the Italian soldiers, who told them they were heading to Italy. As they arrived in Libya, they were forcibly handed over to the Libya policemen, often in a violent manner.
First-hand accounts from some of these “pushed back” migrants are part of the documentary film Mare chiuso (Closed sea), by Stefano Liberti and Andrea Segre, produced by ZaLab with the support of the Open Society Foundations. Regardless to the forthcoming final verdict of the European Court of Human Rights, we urge prof. Mario Monti to announce solemny and clearly during his official visit in Libya that Italy is not going to make “push back operations” in high seas any more.
We hope this first meeting with the new Libyan Authorities will be a first step to turn over a shameful past and to start a new way to cope with migration in full compliance with international obligations and human rights.
